6. **CBS N4 offer/attract** outside US Congress procedural setting  
7. **US two-party out-party FT gap** imposed on multiparty systems without a frozen, reviewed mapping (and even then: not an S1 score)  
8. **Historical-transition tests** using pilot countries’ crises  
9. **Exp001 revival** or **Exp002 rescue** via foreign data  
10. **Silent rescale** of WVS/ESS/OECD items into US L1 bands
