## 0. Purpose and non-goals

**Purpose.** Lock executable hypotheses H1–H4, **one** S1 primary series (hostility-oriented), **one** primary chamber, primary estimand, **one** alignment-breaking null algorithm, lag/window family, multiplicity (BH FDR), cadence/gap-duration rules, ESS/holdout/`INSUFFICIENT` paths — **before** any cross-series compute.

**Non-goals.** No Exp001 compute in this draft · no Phase/Load/PPS · no election/revolution labels · no invented annual fills / ANES↔Pew splices · no causal identification claims · no “frozen” prose while still draft.

**Prerequisite artifact:** metadata-only availability/counts with **no** cross-series tests — `/docs/srp-exp001-002-metadata-availability`. Null acceptance additionally requires gap/cadence metadata + simulation demonstration (§6.1.1).

Independent blocks / circular constructions are **not automatically valid** for sparse, irregular, or nonstationary series.

**Before ACCEPT of null-based inference:**

1. **Metadata:** publish \(n\), ESS, `delta_years` distribution, missingness pattern (companion metadata doc).

3. If (1)–(2) fail or are not run → status `NULL_VALIDITY_UNPROVEN` — **no confirmatory claim**; descriptive ρ may be shown only with that label.

### 6.2 Shared-trend challenge (mandatory for levels secondaries)

Report: corr(series, linear time); partial after linear detrend; Δ association. If levels association vanishes under detrend **and** Δ → **shared-trend compatible** (not H1–H2 support).

**Gap-duration / lag definitions.**

- Record `delta_years` between successive overlap rows (election-year difference).  
- Successive ΔH / ΔN3 are **not** assumed equal calendar duration.  
- Primary Δ analysis uses panel-successive differences **as observed**; report distribution of `delta_years`.  
- Matching: only same Congress index (no nearest-neighbor across Congress).  
- **No** phase-randomization / AR method that assumes regular sampling as primary null.
