## Why this exists
RIGIDITY-01 found House descriptive consolidation+separation with Senate **mixed**, especially
Senate N1 within-party dispersion **increasing** (ρ≈+0.42). General elite rigidity is
**NOT_ESTABLISHED**. Chamber asymmetry is the scientific object — not a nuisance to average away.

Astra: do **not** escalate empirical RIGIDITY-02 until A–F dispositions are locked and source
continuity audit progresses. This document is design only.
